HERITAGE LOTTERY FUND
From the archaeology under our feet to the historic parks and buildings we love, from precious memories and collections to rare wildlife, the Heritage Lottery Fund (HLF) is the largest dedicated funder of the UK’s diverse heritage. Thanks to National Lottery players, HLF has awarded £6.8bn to 39,000 projects since 1994 helping people across the UK explore, enjoy and protect the heritage they care about. HLF is investing £23.8million, one of its biggest ever grants, to the Buxton Crescent and Spa project. This will pay for urgently needed repair and restoration works so that the Grade I listed Crescent can be returned to its original use as a thermal spa and hotel. The Crescent is one of the most important Georgian buildings in England, but it has been vacant and at risk for over 20 years.
This project will rescue nationally important heritage, whilst providing jobs and economic growth for Buxton, Derbyshire and across the UK. The money will also be used to restore the Grade II listed Pump Room where visitors will be able to take the waters once again and learn about the buildings, their people, history and place at the heart of the Peak District. HLF has been a long-term supporter of Buxton’s heritage-led regeneration and has previously invested £11million in the Pavilion Gardens, Derby University campus, Opera House and the Buxton Museum.
THE TREVOR OSBORNE PROPERTY GROUP
The Trevor Osborne Property Group is a Private Company operating under the chairmanship of Trevor Osborne. The Company which is owned by its Chairman and Family Trusts was founded in 1973 and has undertaken a large number of high quality development projects, many of which involve both historic buildings and local authority partnerships with an emphasis on mixed use environments. Typical projects range from £2 million to £50 million in value. The Company has a detailed understanding of working relationships with local authorities necessary to deliver partnership projects and has a recognised expertise in complex developments linking public and private sector interests. Whilst the Company is predominantly engaged in development, it also manages a number of investment properties in its ownership or in the separate ownership of its shareholders. The Trevor Osborne Property Group has offices in Bath, Oxford and Cornwall.
CP HOLDINGS & DANUBIUS HOTEL GROUP
CP Holdings is a privately owned company, with a wide variety of businesses in many different countries. It owns the Danubius Hotel Group, which is based in Budapest and is the largest owner and operator of natural resource health spas in Europe (with 45 hotels and spas across four countries). It is this particular expertise that will re-establish Buxton Crescent Hotel & Spa as the leading natural thermal spa in the UK once the renovation works have been completed.
HIGH PEAK BOROUGH COUNCIL AND DERBYSHIRE COUNTY COUNCIL
Since 2000, High Peak Borough Counil and Derbyshire County Counil have been working on the project and as owners of the building have a legal duty to keep them repaired and preserved. The two councils recognise the great strategic and economic opportunity of heritage – led regeneration in Buxton and are both contributing £1 million to the project.
The Crescent is a long-running cause celebre of Heritage at Risk and Historic England (formerly English Heritage) has been deeply involved from the start, when we lobbied the then Secretary of State to serve a draft CPO. A negotiated outcome eventually resulted in sale of the St Ann’s Hotel end to High Peak (funded by the National Heritage Memorial Fund), whilst the other half of the building remained in County Council ownership. Significant grant aid (£1.4 million – a very substantial sum in 1993) from English Heritage then followed aimed at re-roofing and stonework repair and replacement which would arrest serious decay.
Since then the County Council, High Peak and English Heritage have worked in partnership to identify a use compatible with the buildings’ significance. After numerous false dawns, the Councils sought a developer and suitable operator to design and deliver a spa hotel in the context of the town’s aim to become a genuine spa town again (following the example of Bath). This resulted in the present ambitious plans for a luxury spa hotel driven by the Trevor Osborne Group in partnership with Danubius Spas, which have since gained approval and attracted significant HLF funding. The withdrawal of EMDA funding in 2010 threw the project into some financial crisis and Historic England stepped in with a confidence boosting £500k grant and further professional assistance to review costs.
We have remained a constant partner in refining the scheme to ensure it gained consent and urging an early start on the Pump Room. We are delighted that our significant investment of resources is now bearing fruit with a start on the Pump Room.
The D2N2 Local Enterprise Partnership (LEP) is a private sector-led partnership of business, local authorities, skills and training providers, community and voluntary services organisations and others which promotes economic, jobs and business start-ups growth across its area of Derby, Derbyshire, Nottingham and Nottinghamshire. It is one of 38 LEPs in England which cover different geographic areas. The D2N2 LEP was established in 2010 and is one of England’s largest LEPs; covering an area with a population of more than two million people and economic output in excess of £42.9billion GVA (Gross Value Added) (source ONS report, February 2016). Its Chief Executive is David Ralph and its Chairman Peter Richardson. Among D2N2’s significant funding resources – which it uses to jointly fund projects and programmes to grow its economy – is its Local Growth Fund (LGF) allocation from central Government. D2N2 was originally awarded over £190million in LGF monies (to invest from 2014-2021). The LEP received a further £62.9m in March 2017, through the Government’s LGF:Round 3 allocations. Local Growth Fund investment is directed at capital and infrastructure projects, which will help grow the local economy and create jobs, and support D2N2’s eight key sectors – one of which is the Visitor Economy (including tourism). The Buxton Crescent project successfully bid for a £2million LGF grant from D2N2 – awarded in 2015/16 – on the basis of its support for the Visitor Economy key sector and its potential to create jobs.
